What is CPD Credit?
MSDE offers Continuing Professional Development (CPD) credit for courses that MSDE has approved to be taught at the county level. MSDE tracks CPD credit only for educators holding a Maryland Teaching Certificate. Six credits from CPD or college courses are required every five years in order to renew a Teaching Certificate. MSDE does not accept or track the credit for anyone who does not hold a Teaching Certificate.
- CCPS employees who hold a teaching certificate and are working in certificated positions have the forms processed and sent to Human Resources. The instructor signs, then Staff Development signs, then the forms are sent to Human Resources. Human Resources will send the participant a copy then hold the form on file until time to renew the certificate and submit to MSDE.
- CCPS employees who hold a teaching certificate but are not working in a certificated position or are retired must submit the form with original signatures to MSDE yourself. You should request the original form with both signatures. (301-934-7360)
- CCPS employees who do not hold a teaching certificate can receive a Course Completion form, upon request, as a record of the professional development experience. The form will not be submitted to MSDE for credit.
- Non CCPS employees should request a CPD form with original signatures for their records and submit to either their school system or MSDE as needed. (301-934-7360)

Conference Request Process
Each Chief's Office will manage conferences for their staff.
Purpose
- To request funding to attend a conference or workshop (includes registration, travel, food, and lodging).
- To ensure proper financial and personnel documentation.
- To ensure that sufficient funds have been budgeted to cover the costs.
- To pre-pay as much as possible and limit reimbursements after the conference.
Forms
- Search keyword conference – https://www.ccboe.com/staff/myccps/documents/forms-database
- Conference Request Form
- Request for approval to attend a conference or workshop.
- This form requires you to estimate all expenses and attach documentation showing how you calculated your estimates.
- Conference Travel & Per Diem Request Form
- To apply for Per Diem funding for meals, use this form BEFORE you travel. Allow 3-4 weeks for processing your per diem request.
- Use this form again, AFTER you return, if you need to submit reimbursement for mileage or other items. Original receipts are required and must be submitted within 60 days.
- Travel Guidelines
- This document explains the guidelines you will follow for travel, lodging, and meals
Timeline
- Submit Conference Form and any attached information for approval 30 days before the early-bird deadline.
- Submit Per Diem Request after your conference is approved and before you go. Try to allow 3 or 4 weeks for processing.
- Submit reimbursement for mileage as soon as possible after you return.
- Change: There is no longer a deadline on Oct. 31.
What to Include
- Conference Request Form for each person
- If a group is going together, submit a summary of the people and costs as a coversheet.
- Brochure or Conference Information from a web site. Other documentation to show how you estimated travel and lodging and meals. This can be from a web search such as MapQuest or Expedia.
Completing the Conference Form
- Please refer to the Travel Guidelines for more information or if you have questions.
- REGISTRATION: Attach Conference web information and registration information.
- MILEAGE: Attach MapQuest to document the miles to travel by car. You must subtract your normal commute from the total miles. The conference form mileage is submitted as an estimate for funding approval purposes. You must still submit the actual Conference Travel & Per Diem form AFTER the conference to be reimbursed for actual expenses.
- TRAVEL: If you will travel by air, train, or bus, attach the web pricing for the ticket you propose to purchase. Once approved, travel tickets can be purchased using the P-Card.
- LODGING: Attach hotel information and pricing from the web
- FOOD/PER DIEM: On the attachments, show any meals provided by the conference or hotel. Subtract any meals provided and calculate only meals needed in the per diem request. Review the Travel Guidelines to see whether or not your destination is a "high cost" city. Submit the Conference Travel & Per Diem Form with the conference form. If approved, the Per Diem request should be processed before the conference.
- OTHER: Indicate if a substitute will be needed and if the school will provide the sub.
Where to Send the Completed Forms
- Complete all forms and attachments.
- Get the signature of your supervisor and then the appropriate Chief.
- All out of state conferences must also be approved by the Superintendent.
- The approving office then sends a copy of the form to the applicant, supervisor, and funding manager when it is fully approved or denied. Keep Originals on file.
- Other Offices, outside of Instruction, ...do not need to send copies to Staff Development. Instruction staff will send forms to Staff Development for attention of the Assistant Superintendent of Instruction.
Registration
- After approval is received …
- The applicant should register before the early bird deadline.
- Please make any necessary travel or lodging arrangements.
- Submit for Per Diem funding if appropriate.
- Payment
- Registration, lodging, and most travel can be prepaid with the P-Card.
- Get Hotel Authorization forms from hotel to authorize payment without credit card being present at check-in.
- If the vendor will take a P.O., and the cost is over $2,500, then a P.O. should be used. The conference information will indicate if P.O.'s are accepted.
- Normally registration, hotel, flights, and baggage can be paid in advance with a p-card.
- Some expenses such as mileage, parking, tolls, etc. can be reimbursed after the conference.
After the Conference
- Invoices for P-Card or P.O. will be reviewed and paid.
- For reimbursement, submit a Conference Travel & Per Diem Request Form.
