The Seal of Biliteracy is an award offered to high school seniors who have attained proficiency in English and one or more languages by graduation.

Are all languages offered in Charles County Public Schools (CCPS) eligible for the Seal?

Yes. Any natural language, including American Sign Language (ASL), and languages no longer spoken (Latin) are eligible. CCPS offers the following languages: Spanish, French, Latin, German, and ASL—all of which are eligible.

What is required for a student to receive the Seal of Biliteracy?

Students must meet the assessment requirements on the Maryland Comprehensive Assessment Program (MCAP) English Language Arts (ELA) and attain an overall proficiency level of Intermediate High on the STAMP 4S, the approved language assessment for the spoken languages, or the Alira, the approved test for Latin. Graduating seniors are eligible to take the assessment.

How can a student start the process for the Seal of Biliteracy?

  1. Student candidates must complete the Seal of Biliteracy Online Application by Friday, February 28, 2020. School counselors will provide the application after a short conference with the student.
  2. Student candidates will take the appropriate test in school in the beginning of April.
  3. Students will receive the results of the language test approximately two weeks after the test was taken.
  4. After the scores have been verified for both the STAMP 4S/ALIRA and the MCAP, a final list of Seal of Biliteracy recipients will be sent to each high school in early May.
  5. Senior recipients of the Seal will receive:
    1. Letter of congratulations from the Maryland State Department of Education.
    2. Recognition at the Senior Awards Ceremony.
    3. Designation of the Seal of Biliteracy on the official student transcript.
