Mrs. Kathleen Morgan has been the principal at Dr. Thomas L. Higdon Elementary School since 2011. Before serving as Higdon’s principal, Morgan was principal at Eva Turner Elementary School for 10 years. She also served as a vice principal at the elementary-school level at two county schools – Dr. Higdon and Indian Head Elementary School.  In 2018, Mrs. Morgan was named a Washington Post Principal of the Year finalist and CCPS Principal of the Year.

Before joining Charles County Public Schools, Mrs. Morgan worked for Prince George’s County Public Schools. She served as a reading specialist/gifted and talented coordinator for six years at Oxon Hill Elementary School, and taught grades three through five for four years, also at Oxon Hill Elementary.

Mrs. Morgan has a bachelor’s degree in elementary education from the University of Pittsburgh, and a master of arts in education supervision and administration from The George Washington University.  Mrs. Morgan believes in establishing high expectations for academics and building strong positive relationships with staff, students, parents, and community members in order to create an environment where all students have the opportunity to succeed.  The school-wide PBIS (Positive Behavior Intervention and Supports) program supports Morgan's beliefs in helping to create a positive, nurturing environment where students are encouraged to become engaged with their learning and to strive to do their best.  Dr. Higdon Elementary has continued to receive top honors with their PBIS program and being recognized by the Maryland State Department of Education as a gold banner school.
