The Charles County Public Schools supports homeschooling in accordance with the Code of Maryland Regulations (COMAR) 13A.10.01. The purpose of these regulations is to establish a procedure to be used to determine if a child participating in a home instruction program is receiving regular, thorough instruction during the school year in the studies usually taught in the public schools to children of the same age.   Click here for MSDE’s FAQs Regarding Home Instruction in Maryland.

The home instruction program must be under the supervision of either the student’s local school system or a nonpublic entity that is registered with the Maryland State Department of Education. Click here for the Nonpublic Entities Registered to Supervise Home Instruction of Maryland Students.  A home instruction program under the Charles County Public System will be reviewed in the Fall and Spring of each school year. 

Parents/Guardians who choose to teach a child at home must submit a Homeschool Notification Form (fillable PDF) . At least 15 days before beginning a homeschooling program, email the completed form to Chris Martin at, or fax it to 301-392-7511, mail it to Jesse L. Starkey Administration Building, 5980 Radio Station Road, P.O. Box 2770, La Plata, MD 20646 or bring it to the Student Services Office in the Jesse L. Starkey Administration Building. Each year thereafter, a parent/guardian needs to verify the continuation of homeschooling and notify the Homeschooling Office or the supervisory nonpublic institution if there is a change in homeschooling status during the school year.

The Fall Review consists of submitting a Fall Review Form to the Homeschooling office.  The Spring Review is a face-to-face review of the student’s portfolio.  Click here for suggestions for preparing the portfolio.
