Employee Contract Negotiation Summaries SY 2024-25
The Board of Education of Charles County at its June 11, 2024, meeting approved the American Federation of State, County and Municipal Employees (AFSCME) negotiated agreement for the 2024-2025 school year. The AFSCME bargaining team joined the meeting to participate in a ceremonial signing.
The following are important highlights for the approved agreement, which takes effect July 1, 2024. The approved AFSCME contract will be posted to the CCPS website at https://www.ccboe.com/staff/myccps.
In 2023, the Board approved a two-year contract agreement with the Education Association of Charles County (EACC) union. The EACC agreement approved for the 2023-2024 and 2024-2025 school years is posted online at https://www.ccboe.com/staff/myccps/documents/negotiated-teachers-agreement. A summary of the EACC agreement approved in 2023 is also posted below.

**Instructional Assistants will work one hundred and ninety (190) days. Holidays are observed as per school system calendar. There is no effect on salary paid twenty-six (26) times per year.
Article 19 Leave
B. Sick Leave
9. Permanent employees may be granted, upon written request, a leave of absence of up to two (2) years without pay and without credit for experience, due to personal illness, or severe illness of a member of the employee's family. Such a request must be accompanied by a physician's statement certifying the requirement for the extended leave. All leave balances shall be depleted prior to using leave without pay. Upon return from leave-without-pay, the employee shall be assigned to the first available comparable position to the one previously held, without creating a new position or discharging another employee. Ten (10) workdays' notice and a physician's certification that the employee is capable of performing the tasks required of his or her job must be presented prior to the employee returning to work.
D. Military Leave
I. The statutory requirements with regard to military leave shall apply to members of this bargaining Unit except that employees who are called up for active-duty service will be paid their Board salary through the remainder of the fiscal year in which the deployment occurs.
Article 22 Reimbursement
A. Tuition
2. Unit members shall be reimbursed up to $3,000.00 per fiscal year or the actual cost, whichever is less, for costs associated with job-related college coursework and/or specialized training and conferences. Requests for reimbursement must have the approval of the Superintendent or his or her designated agent prior to enrollment in the college course and/or training program or conferences. Additional tuition reimbursement beyond the $3000 limit may be provided at the discretion of the Chief of Human Resources. [ J}
Article 23 Uniforms
E. Eligible employees may select up to $300.00 worth of clothing per year from the uniform listing distributed by the Board. A catalog of items to select from will be furnished to eligible employees each year.
Eligible food service Unit members will be reimbursed for uniform purchases up to $300.00 per fiscal year. Eligible members are:
- Food and Nutrition Service Managers
- Food and Nutrition Service Assistant Managers
- Food and Nutrition Service Workers
Article 24: Salaries and Wages
A. The Board offers the following salary adjustments effective July 1, 2024:
I. In FY 2025, all Unit 3 and Unit 4 employees will receive a one LEVEL pay increase and a 6% COLA.
I. Promotion
1. When current Unit III and Unit IV members are promoted to a new Unit III and Unit IV position, the employee will be placed on the appropriate pay scale so as to be paid no less than their current per diem rate plus an additional 5% for initial placement.
Article 25: Premium Pay
C. Employees who are eligible for overtime may voluntarily use compensatory time paid at the applicable rate with the approval of the employee's manager and coordinated with the appropriate Chief. The employee may accrue compensatory time for their personal use with Supervisory approval. Compensatory time with a maximum up to twenty-four (24) hours can be accrued. If the employee does not use the compensatory time by the end of that fiscal year or prior to any transfer, he or she will be paid the time earned at time and one-half (1½). Example: If the employee earns 24 hours and uses 16 hours, the employee will be paid for 8 hours at time and one half (1½). Supervisor should submit all compensatory hours unused to payroll by June 1.
EACC Contract
ARTICLE 13 WORKING HOURS AND WORKLOAD
- Employee(s) whose duty year is reduced by the system involuntarily will continue to be paid on the original, higher pay scale for two (2) years.
- Regarding school faculty/staff meetings, principals will
- Specify the types of “staff” meetings employees may be required to attend each month
- Include appropriate staff in agenda setting based on the type of meeting
- Publish the meeting schedule for the year with staff before the first student day; and
- Staff should inform their administrator of staff meeting conflicts so a plan to receive necessary information may be arranged
- Faculty meetings may be held before the day if the student start time is 8:45 a.m. or later (staff will not be required to report earlier than one hour before duty day)
- Educators who miss lunch/planning due to a 504 meeting (as with IEP meetings currently) will have time provided back
- CCPS agrees to check schedules in advance to ensure planning time, lunches, are reflected and that there is allowance for the full time allotted by the contract
ARTICLE 15 SALARIES
- Two-year financial agreement for FY2024 and FY2025 (subject to funding) to include:
- One level increase for Units I and II
- 5% COLA (excluding EPED positions)
- $500 one-time stipend, Unit 1 Level 2
- $1,000 one-time stipend, Unit 1 Level 3
- Contract language clean-up for Saturday School, Summer School, and Evening School instructional programs
ARTICLE 21 OTHER LEAVES
- Unit I and II employees will be granted 4 days personal leave in the tenth year
- Unit I and II employees will be granted 5 days personal leave in the twentieth year
- Certificated employees may use personal leave for religious or ideological observance
- 11-month employees will receive 2 days of floating leave per school year
- 12-month employees will receive 3 days of floating leave per school year
ARTICLE 24 EMPLOYEE EVALUATION
- Include MOU timeline language in the current contract
ARTICLE 31 DURATION AND SEVERABILITY
- Duration - July 1, 2023, through June 30, 2025
- A full re-opening of the contract will occur during the SY24-25 negotiation sessions
- Allows openers for the work of the Joint Study Committee on Blueprint topics as specified in state law and the Joint EPED Joint Committee
- Joint study committees will make recommendations back to both bargaining teams and the Superintendent and may be incorporated through an MOU through mutual agreement
OTHER
