Proposals must be submitted electronically prior to the stated deadline. This is a closed solicitation, and bids will not be publicly opened. Late submissions will not be accepted.
Brief project description: The La Plata High School renovation and expansion project involves significant upgrades to the original 1979 building and the construction of a new two-story addition on the southeast side. A key feature of the redesign is relocating the main entrance to the southeast facade of the new addition, facing Radio Station Rd, which better aligns with the school's attendance zone and improves visibility and access. This new entry will be positioned between redesigned bus and student drop-off loops and will include a secure vestibule for controlled access. Inside, the addition will feature a wide corridor connecting to the existing building, with art classrooms on the first floor and science labs and a special education suite on the second floor. Three new courtyards will separate the addition from the existing structure, providing natural light and outdoor learning spaces.
Renovations throughout the existing building will vary in scope, with some areas undergoing full reconfiguration and others receiving upgrades to finishes and fixtures. The Student Dining Area will be expanded and elevated to improve accessibility, with a new learning stair and skylights to enhance natural lighting. The Media Center will also be renovated and enlarged. Egress improvements include a new stair tower at the current main entry and an expanded northwest stairwell. Classroom wings will be reconfigured to improve circulation and classroom functionality, while specialty spaces like the choral and band rooms, gymnasium, auditorium, and kitchen will receive targeted updates. Additional facilities will support the theater program, including a drama classroom and storage areas.
Bidders shall obtain the Contract Documents, including construction drawings and specifications in digital format, from the Construction Manager, Scheibel Construction. Documents will be released only to firms pre-qualified through TradeTapp. Firms requesting prequalification or access to the documents may contact laplatahs@scheibelconstruction.com.
All bidders must be prequalified through TradeTapp prior to bid submission. Firms not prequalified at the time of bid may be deemed non-responsive.
A certified check or bank draft, payable to the Board of Education of Charles County, or a satisfactory bid bond, executed by the bidder and a surety company, in an amount equal to five percent (5%) of the base bid, shall be submitted with each bid in accordance with the Instructions to Bidders. A letter shall accompany each bid from the bonding company guaranteeing to issue Payment and Performance Bonds.
Prevailing Wage Rates are applicable to this project. Wages paid on this project are subject to the prevailing wage rates as issued by the State of Maryland, Department of Labor Licensing and Regulation.
Certified Minority Business Enterprises (MBEs) are encouraged to respond to this solicitation. The contractor or supplier providing materials, supplies, equipment, and/or services for this construction project shall attempt to achieve the Minority Business Enterprise (MBE) participation goal established for its specific Trade Package, including any applicable sub-goals for African American and Women-owned firms.
MBE participation requirements are assigned and enforced by individual Trade Package, as outlined in the solicitation documents. All contractors, including certified MBE firms bidding as prime contractors, are required to make good faith efforts to achieve the MBE subcontracting goals applicable to their Trade Package using firms certified by the Maryland Department of Transportation (MDOT).
The bidder or offeror shall submit with its bid or proposal a completed Certified MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule that identifies the bidder or offeror’s specific commitment of certified minority business and certifies it made a good faith effort to achieve the goal established in the solicitation. The MBE Participation Schedule shall include the name of each certified MBE that will participate in the project including its respective MBE classification and shall include the items of work to be performed or furnished and the committed price or the percentage of the contract to be paid to each MBE for the work or supply.
Minority Business Enterprise (MBE) participation goals are assigned by individual Trade Package.
Each subcontractor is responsible for meeting the MBE goal established for its specific Trade Package or demonstrating documented good faith effort in accordance with the Contract Documents.
MBE participation must be performed by firms certified by the Maryland Department of Transportation (MDOT) at the time of bid submission. Completed MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule are required to be submitted with each bid. Failure to submit required MBE documentation with the bid may result in the proposal being deemed non-responsive.
No bidder may withdraw his bid within one hundred twenty (120) days after the actual date of opening thereof.
Scheibel Construction and Charles County Public Schools, Maryland, reserve the right to reject any or all bids, or to waive any informality in bidding.
