Maryland State Law requires CCPS to publish notices of procurements and procurement awards on eMaryland Marketplace Advantage (eMMA). The requirement extends only to contracts procured through competitive sealed bidding, competitive sealed proposals and noncompetitive negotiations, and to procurements whose value equals or exceeds that for State of Maryland contracts that must be published on eMMA.

Sealed bids will be received at the Charles County Public Schools, Annex #1 2^nd Floor Training Room 206, 5985 Radio Station Rd, La Plata Maryland until 2:00 P.M. -Local Time- January 30, 2025. Properly completed sealed Bids received prior to the deadline will be publicly opened and read aloud at the aforementioned place and date. Bids received after the designated time shall be considered nonconforming and shall be returned to the bidder.

Approved Pre-Qualified Bidders must secure proposed contract documents, including construction plans and specifications in digital format, from the Charles County Public Schools Planning and Construction Department, c/o Susan Pond, CCPS Annex 1, 5985 Radio Station Road, La Plata, Maryland 20646 at a cost of $150.00 per set (non‑refundable). Bid Documents will be available on December 18, 2024. Project Value is $2,000,000- $3,500,000.

The contractor or supplier who provides materials, supplies, equipment and/or services for this construction project shall attempt to achieve the result that a minimum of 12 percent of the total contract value is made directly or indirectly from certified minority business enterprises, with sub-goals of 0% African American and 0% woman owned. The Charles County Public Schools, La Plata, Maryland, requests sealed bids for William B. Wade Elementary School Boiler Replacement.

Sealed bids will be received at the Charles County Public Schools, Annex #1 2^nd Floor Training Room 206, 5985 Radio Station Road, La Plata, Maryland until 1:00 P.M. - Local Time – January 9, 2025. Properly completed sealed Bids received prior to the deadline will be publicly opened and read aloud at the afore-mentioned place and date. Bids received after the designated time shall not be considered and shall be returned to the bidder.

The scope of work for the project is to replace the original 1989 heating plant which are 35 years old. The existing heating plant consist of two (2) oil fired boilers. The existing domestic water heating is also oil fired. Natural gas is available to the site and shall be extended to the building to replace the oil-fired equipment. The existing boilers will be replaced with new high efficiency gas fired condensing units. The domestic water heater will be replaced with high efficiency gas fired condensing type. The heating water pumps will be replaced with variable flow/speed type using high efficiency motors. All piping and hydronic accessories (expansion tank, air separator, etc.) located in the boiler room will be replaced in its entirety. All equipment is being replaced with upsized equipment for the addition and redundancy. The heating plant automatic temperature control system will be replaced with a Direct Digital Control (DDC) type and be interlocked with the County EMS Project Value ($1,000,000 - $1,250,000).

A certified check or bank draft, payable to the Board of Education of Charles County, or a satisfactory bid bond, executed by the bidder and a surety company, in an amount equal to five percent (5%) of the base bid, shall be submitted with each bid in accordance with the Instructions to Bidders. A letter shall accompany each bid from the bonding company guaranteeing to issue Payment and Performance Bonds.

No bidder may withdraw his bid within sixty (60) days after the actual date of opening thereof.

The bidder shall submit the Major HVAC Equipment Submittal with the bid with the expectation that the submittal review can be returned with the notice to proceed and save valuable lead-time on mechanical equipment.

The failure of a bidder to complete and submit all the required forms shall result in a determination that the bid is not responsive and a determination that the bid is not susceptible for award.
