Proof of Domicile/Residence

(In accordance with Board Rule 5122.1)

Per Board of Education Rule 5122.1, parents or legal guardians must provide two current proofs of domicile when registering a child for school in Charles County Public Schools (CCPS). All students must attend school in the county where their parent or legal guardian resides.

Submit two required proofs of domicile.

You must submit one document from each of the categories below:

Category 1

  • Deed.
  • Verifiable lease or rental agreement (signed and dated).
  • Current mortgage statement (dated within 45 days).
  • Settlement papers (dated within 45 days and signed).
  • Foster care placement letter / McKinney-Vento Homeless documentation.
  • Assignment of Ownership Agreement (for co-op communities like Potomac Heights).
  • Property tax bill or Maryland Department of Assessment & Taxation form.

Category 2

  • Most recent utility bill in its entirety (within 45 days) that includes name and service address (examples are electric, water/sewer, trash, oil, gas, cable, security system, and solar bills).
  • Current verification of service statement for above utilities.
  • Current wage statement (within 45 days) with name and address of employee and employer.
  • Most recent W2, 1098, or 1099 statement.
  • One of the following government-issued statements with name and address (within 45 days):
    • Documentation of benefits from the Social Security Administration.
    • Documentation of benefits from the Department of Social Services.
    • Official correspondence on letterhead mailed from local, state, or federal court.

Unacceptable Proofs of Domicile

  • Driver’s License.
  • Car registration.
  • Voter registration.
  • Cellular or telephone bill.
  • General mail, advertisements.
  • Termination of service statements.
  • Deeds, titles, or tax statements to the property with no dwelling on it.
  • Letters or notes from persons, notarized or not, that claim an address (PPW verification is exception).
  • Bank statements/credit card statements.
  • Tax return.
  • Medical insurance documentation.
  • Mortgage/rental/car insurance.

Charles County Public Schools reserves the right to investigate domicile at any time without notification or consent whenever the authenticity of proofs are in question. Falsification or misrepresentation of residency documents is considered fraud and may result in sanctions, including the charging of back tuition, the immediate withdrawal of the student from the school system with no credits awarded, and the pursuit of criminal and civil charges.

Families of students in the fifth and eighth grades will be required to provide two current proofs of domicile prior to entering the sixth and ninth grades.

Special Situations

1.  Home Visit Verification (Board Rule 5122.1 exception)

If you cannot provide acceptable proofs:

  1. Complete a Home Visit Domicile Verification Form. A separate form must be completed for each student being enrolled. 
  2. Submit the following documents in one email to the school’s registration secretary:
    • Completed Home Visit Form.
    • Parent’s Maryland State ID or MVA appointment receipt.
      (updated ID must be submitted within 15 days or the student will be withdrawn)
    • Student’s birth certificate.
    • One valid domicile document with current address.
  3. Home visits may be conducted via Zoom at the discretion of the Pupil Personnel Worker (PPW).

2.  Application of Domicile (living with another household)

If your name is not on any domicile documents:

  1. Complete an Application of Domicile Form (one per student).
  2. Submit the following in one email to the school’s registration secretary:
    • Application of Domicile Form.
    • Two acceptable proofs (Category 1 and 2) from the homeowner/lessee.
    • Parent’s Maryland ID with current address.
    • Student’s birth certificate.
Application review begins once all documents are received and may take at least 48 hours.

3.  Prospective Homeowner's Application

If you're building or buying a home and moving by the first day of the school year:

  1. Complete a Prospective Homeowner’s Application.
  2. Email the following in one email to Linda Stocks at lstocks@ccboe.com:
  • Completed application.
  • Two proofs of current domicile.
  • Parent’s Maryland ID (or MVA appointment receipt; updated ID due in 15 days).
  • Student’s birth certificate.
  • Documentation for the new/prospective home.
Families temporarily staying in hotels must also submit the hotel receipt and a PPW Home Visit Verification Form.

Families Outside of Charles County or Maryland

  • May request permission to enroll by paying tuition and signing a contract through Student Services.
  • Must provide two proofs of their out-of-county address.

Important Reminders – Per Board Rule 5122.1

  • Submit all documents in one email. Incomplete submissions will not be reviewed.
  • Review time is a minimum of 48 hours from the time all documents are received.
  • CCPS may investigate residency without notice if proof is questioned.
  • Falsification of domicile is considered fraud and may result in:
    • Immediate student withdrawal (credits not awarded).
    • Back tuition charges.
    • Civil and criminal penalties.
